William Trogler, Strategic Advisor

Dr. Trogler is a Professor of Chemistry & Biochemistry at UCSD. He has over 35 years of research experience in inorganic chemistry with over 160 publications, two patents, and two coauthored books. Dr. Trogler has served on the National Research Council (NRC) panel that produced Existing and Potential Standoff Explosives Detection Techniques (2004) and is a current committee member in a new NRC study of Basic Research Needs for the Detection of Improvised Explosive Devices, which will begin work in September 2005. He is also a member of the Nanotechnology Advisory Group to the President's Council of Advisors on Science and Technology. At UCSD he is a founding member of the integrated nanosensors laboratory, which involves collaboration among engineers, physicists, and chemists interested in sensing applications, and was appointed to UCSD council for the California Institute for Telecommunications and Information Technology. He earned his Ph.D. (1974-1977) in chemistry from Caltech and his M.A. and B.A. degrees from Johns Hopkins University (1970-1974).

Errol deMontille, Strategic Advisor

Mr. deMontille has considerable governmental and international experience, which he acquired during his 25 years with the South African Department of Foreign Affairs. He is skilled in interacting with U.S. Congress as well as foreign businesses and governments. Mr. deMontille was one of the initiators behind the South African Government’s decision to destroy its nuclear devices and to sign the Nuclear Non-Proliferation Treaty. He has advised President Mandela in his meetings with Heads of State and Government and also accompanied the South African Deputy Minister of Foreign Affairs to India to negotiate the establishment of a joint commission between the two countries. Mr. deMontille is the Former Deputy Chief of Mission of the South African Embassy, United States. He obtained a Law degree from University of South Africa, a CPA, and is currently the owner of an international business consulting company.

General Paul Kern , Senior Counselor at The Cohen Group, Strategic Advisor

In November 2004, General Paul Kern concluded his more than 40-year career in the United States Army.  As military deputy to the Assistant Secretary of the Army for Acquisition, Logistics and Technology and senior military advisor to the Army Acquisition Executive and the Army Chief of Staff, General Kern provided guidance on all research, development, and acquisition programs. He also supervised the Program Executive Officer system, and served as the director of the Army Acquisition Corps.  In his most recent position as Commanding General, Army Materiel Command (AMC), he was responsible for a staff of over 50,000 civilians and active military members. As Senior Military Assistant to Secretary of Defense William Perry, General Kern traveled to more than 70 countries and participated in U.S. operations in Haiti, Rwanda, Zaire and the Balkans. He has completed three combat tours and received numerous awards including the Defense and Army Distinguished Service Medals, Silver Star, Defense Superior Service Medal, Legion of Merit, two Bronze Star Medals for valor, three Bronze Star Medals for service in combat, and three Purple Hearts. General Kern graduated from the U.S. Military Academy at West Point in 1967. He holds Masters Degrees in both Civil and Mechanical Engineering from the University of Michigan, and was a Senior Security Fellow at the John F. Kennedy School at Harvard University.

Miriam E. John , Strategic Advisor

Dr. John recently retired as Vice President of Sandia’s California Laboratory in Livermore, where she led the laboratory’s Homeland Security and Defense Strategic Management Unit, which includes Sandia’s programs with the Department of Homeland Security, the Department of Defense, Department of Justice, and other federal agencies, as well as with DOE. Dr. John is a member of the DoD’s Defense Science Board and the Threat Reduction Advisory Committee. She also serves as Vice Chair of the National Research Council’s Naval Studies Board and is a past member of the Air Force Scientific Advisory Board, the Board on Army Science and Technology, and DOE’s National Commission on Science and Security. Dr. John received her B.S. in Chemistry from Rice University, her M.S. in Chemical Engineering from Tulane University, and her Ph.D. in Chemical Engineering from Princeton University.

Major Chris Hunter , Strategic Advisor

Major Hunter retired from the British Armed Forces in 2007 as their senior worldwide IED intelligence analyst. In 2005, he was awarded the Queen’s Gallantry Medal for his actions in Iraq.  He has written a best-selling memoir, Eight Lives Down and is considered one of the world’s leading experts on countering IEDs.  During much of his 17-year military career, he specialized in overt and covert operations in support of specialist police and military counter terrorism units. Hunter was involved in the planning and execution of numerous anti-terrorist arrest operations around the world, played an instrumental role during the July 2005 London bombings as one of the country’s leading suicide terrorism subject matter experts, and served multiple tours in diverse operational environments from Northern Ireland to Colombia.  In addition to his vast operational experience, Major Hunter has designed numerous Counter-IED related training seminars, courses and exercises. He is highly experienced and qualified in all aspects of weapons intelligence and EOD.

Mr. John Dugan, Strategic Advisor & Founder

John is a Co-Founder and General Partner of OCA Ventures. John has board responsibilities for Net-HOPPER, National Billing Partners, Retention Education, and RedXDefense.
John Dugan was the CEO of North America for Swiss Bank Corporation (SBC) and a member of the SBC Group Executive Board.  During his tenure as a managing director, he also served as a member of the board of SBC Warburg.  In 1992, Mr. Dugan was managing partner of The O'Connor Partnership, a leading derivatives trading and financial risk management firm in Chicago, when SBC purchased various O'Connor businesses and integrated them into its global Capital Markets & Treasury organization.  Before his tenure at O'Connor, Mr. Dugan served as executive vice president and chief financial officer at Purcell, Graham & Company.  Prior to that he was vice president and controller at Bear Stearns & Company, and vice president, operations and chief financial officer at Baker, Weeks & Company.  He began his career in financial services at Brown Brothers Harriman & Company.
John holds a BA in business administration from Pace College. He also attended the U.S. Naval Academy for two years.

Mr. Vince Dugan, Strategic Advisor & Founder

Vince Dugan's career spans 35 years in the telecommunications and data communications industries, including 20 years with AT&T and four years with Northern Telecom. Most recently, Vince served as the CEO of a high-tech start-up in Atlanta, Georgia. He led the company from a team of seven in January 1995 with $150,000 in revenues through six years of growth and expansion to a team of 42 and $6 million in revenues, culminating in a successful merger and acquisition in November 2000. During this time, the company won the Best New Software Product of the Year Award at the COMNET Trade Show, and several new products were successfully launched. Mr. Dugan has held officer-level positions in the marketing and operations departments with Tekelec, Inc., and Computer Consoles, Inc. Mr. Dugan received his bachelor's degree in economics from Hofstra University in Hempstead, LI, New York, USA. He proudly served in the US Army attaining the rank of 1st Lieutenant and was a Platoon Leader with the 35th Medium Tank Battalion and then an Executive Officer at Company level.
